For the Offshore division of EQUANS, located in Hoboken (Antwerp), we are looking for a Commissioning Engineer - Substation Windfarms.
In the first phase, you help the Commissioning Manager to develop an inspection- & test plan that will ensure a correct delivery of the project, while complying with the contractually determined quality requirements between the customer and EQUANS. You are responsible for the implementation of this inspection- & test plan during the construction and delivery phase. During the various commissioning phases you are responsible for testing, commissioning and error-free delivery of electrotechnical control systems. In this position you perform the many testing activities and you are independently engaged in detecting and resolving defects.

  • during the Preparation phase:
    • contract compliance & translation: analyse the employer requirements, technical specifications, overall project planning and resourcing. Get familiar with the substation by studying the 3D model and set up a plan of action and a detailed commissioning planning which will be implemented in the overall project planning
    • engineering: support the Engineering department by providing technical information with regards to efficient commissioning methods. Review the commissioning plans and relevant documentation
    • commissioning preparation: define the commissioning planning within the project boundaries – ensure links between construction and project LD milestones are establishe. 
      Attend/coordinate relevant FAT activities and ensure actions are logged and closed out for commissioning related items
  • during the Execution phase:
    • HSSE: you are responsible for the safe execution of the activities under your control according to the HSE procedures and instructions. Together with the Project HSE Coordinator you evaluate the Method Statements and Risk Assessments which are for commissioning activities. Drive a proactive safety culture in the team
    • PTW: all activities under your control are covered within applicable LOTO/permit to work rules. You are in close contact with the Permit to Work office on a daily basis to indicate the simultaneous operations and instruct which activities should be prioritized. Spot check on a daily basis if the works are carried out according to the PTW
    • coordination of commissioning activities: you are responsible for ensuring the works are carried out as safely and efficiently as possible for all parties on the substation. Daily coordination of relevant activities with construction on the substations and motivating the Commissioning team is your main goal.
      The daily coordination meeting with the main supervisors of EQUANS, subcontractors and partners, PTW Officer and HSE Officer is an important support for obtaining a good team spirit and safe & efficient working environment
    • documentation and reporting:
      • follow up and act on the information which is given via Safety Observation Cards (SOC)
      • proactively informing the Project Manager about projects risks and opportunities
      • implement fieldwire as the main punch item tool. Close out punches and relevant punch items
      • you provide the reporting of the weekly commissioning progress and convert this to measurable data that can be used for progress figures which coordinate with the Project Manager and Project Planner
      • verify output from the progress reporting software that this reflects reality. Take action where needed
    • project closure:
      • you are responsible for a clear and neat handover of systems to the client and of the work to the M&M department. You are in close contact with the Commissioning Manager to close out any remaining items
      • coordinate simultaneous operations beforehand and take the appropriate actions to ensure safe execution
      • you are responsible for the follow up of punch items related to commissioning - closure in the field
      • you are responsible for the follow up of the delivery of red lined work (as-built) packages at the completion of a specific system. All red lining is done before take over. LOAD OUT = DOCS OUT
    • change management:
      • monitor and raise any change to client specification and/or subcontractor scope to project management and Procurement department
      • provide a clear overview of all extra works of the subcontractors to project management and cost control on a weekly basis

Do you possess the following qualifications & skills?

  • you have a graduate or master with electrical specialization
  • you have several years of experience in industrial projects and/or an offshore marine environment
  • you have experience in QC, mechanical completion and commissioning
  • affinity with piping or mechanical is a plus
  • you have an interest in performing offshore commissioning and following the necessary trainings
  • you are accurate and administratively strong
  • you have the potential to manage a team
  • you have no problem working at a remote location (substations at sea)
  • you are fluent in Dutch/English
